No.  If a customer is at 100 volumes, and encounters severe data
corruption, requiring migration to another volume (number 101), we must
be able to create this volume.

This is a must-have for CS.

1) Will "volume modify" command at 90 volumes, and "volume delete"
command at 91 volumes give warning message for 90% limit?=20

2) Is an autosupport email going to send out besides elog warning
message for 90% volume size or 90% volume limit?

3) If user has hardquota set to >32 TB before upgrade, would the number
get changed to 32 TB after upgrade?  What about minautogrow set to >32
TB before upgrade?
